Executive Summary



Penn State’s Finance & Business organization is 2,800 full-time employees strong. The experience, talent, and work ethic that each employee possesses powers F&B through its daily operations across the commonwealth. Each employee helps to make F&B stronger, and a stronger F&B builds a better foundation for the student-centered university that Penn State aims to be.

During the creation of the 2008-2013 Strategic Plan, F&B leadership turned to its outstanding team of employees to assist in developing a roadmap for the future with pragmatic initiatives as well as ambitious, yet attainable goals. Through several meetings, both large and small, the plan was created.

This F&B Strategic Plan will be a dynamic document for its five-year lifespan. Employees are encouraged to reference it regularly to understand where F&B is going and what we are doing to get there—because with better planning comes a quality future.

Senior Vice President for Finance & Business/Treasurer
Gary Schultz, the senior vice president for Finance & Business/Treasurer began his career at Penn State in 1971. He is responsible for Auxiliary & Business Services, Office of Corporate Controller, Commonwealth Operations, F&B at The Milton S. Hershey Medical Center, Office of Investment Management, Office of Human Resources, Office of Internal Audit, Office of Physical Plant, University Budget Office, and University Police. He reports to President Graham Spanier and the Board of Trustees.

Albert G. Horvath


Vice President for Finance & Business
As vice president for Finance & Business, Al Horvath leads the day-to-day operations of the organization. He led the strategic planning process and is responsible for other projects and assignments, including information systems and technology, succession planning, and emergency preparedness.
