Consisting of over 5,000 full-time, part-time, and student employees, Auxiliary & Business Services is the largest unit in F&B. It provides many services for students, faculty, staff, and University guests. Through our work in hospitality, event management, student housing and dining, airport, and business support operations, A&BS provides services to thousands of people inside and outside of the University.

This division supports the Commonwealth Campuses in expansion and enhancement opportunities, coordination of efforts involving common challenges, and securing funding for various improvements in classrooms, facility access, campus beautification, and infrastructure. Working closely with the director of Business Services at each campus, the office is involved in bookstore and snack bar operating arrangements, utility funding, and real estate matters.

The Office of Corporate Controller is responsible for handling, disbursing, and receiving cash, and maintaining appropriate accounting records for these transactions. The office also oversees Accounting Operations, Bursar’s Office, Cost Analysis, Financial Information and Reporting, Payroll, Research Accounting, Risk Management, Systems and Procedures, and University Financial Officers.

Overseeing 3 million square feet of facilities and 546 acres of land in Hershey, F&B at The Milton S. Hershey Medical Center provides financial and human resource services to the College of Medicine. F&B also provides on-campus housing, fleet services, mail services, and operates the University Fitness Center at the medical center.

The Office of Human Resources develops employee recruitment, wellness, and benefit strategies, as well as provides programs that help align Penn State’s 33,000 full- and part-time employees with the University’s mission, vision, and strategic goals. By promoting the limitless opportunities that exist in the Penn State community, staff in the Office of Human Resources serve as internal consultants to help colleges and administrative units across the Commonwealth attract, develop, and retain teams of talented, competitive, and diverse faculty and staff members.

The Office of Internal Audit performs value-added, risk-based audits, designed to independently review, test, and evaluate the financial, electronic, and operational controls throughout the University. The office oversees a 24-hour Employee Ethics and Compliance Hotline, an avenue for employees to address workplace concerns anonymously.

The Office of Investment Management handles the daily management and administration of University investment funds. The office submits policies and practices as appropriate for achieving investment and spending objectives to the Penn State Investment Council for their approval.
Office of Physical Plant

The Office of Physical Plant oversees all of the University’s physical assets, from roads and snow removal, to buildings and recycling. OPP is responsible for master planning, design and construction of facilities, real estate services, space utilization, utility procurement, and environmental and safety programs at all campuses. In addition, at University Park, OPP is responsible for facilities maintenance and operations, grounds maintenance, utility systems operations and maintenance, and physical plant administration and financial services. The OPP workforce consists of over 1,300 professional, skilled technical service, and administrative employees.

Our primary responsibility is to assist in the development, implementation, and monitoring of the University’s annual operating budget.

University Police is a full service organization that protects and serves Penn State students, faculty, staff, and visitors. The office oversees the protection of life and property, as well as the enforcement of both the laws of the Commonwealth and University regulations. University Police officers have full law enforcement authority.
